Thats a Citizen Aqualand BJ2000 something and its Eco-Drive. If you need to remove one hour you must push the button 23 times. My guess is that it hasnt yet had a chance to charge its battery cell hence the skipping seconds hand and so its on a sort of low-power mode which means the chronograph function wont work until its charged.
IMO it is a better watch and will last you more years.
However the Apple Watch appears to be a very useful device in its own right. Its more versatile less no maintenance and will last a long time. The All Reset procedure varies for each citizen eco-drive model. Once exposed to light the hands move very quickly to catch up to the correct time which has been tracked internally by the watch.
